About us
Devoted Builders pride themselves on their unique approach to developing custom homes for their clients. They are not just another builder – far from it! Driven by their desire to deliver their clients’ vision, they are meticulous in their processes, highly skilled in client communication and care, and at the leading edge of building initiatives which deliver an outstanding finished product. Advances in technology, increased safety, and a smaller ecological footprint are all compelling reasons for would-be homebuyers to build new and “smarter” with Devoted Builders.
What makes Devoted Builders different is their vision. Their desire is not to just build new homes in the most efficient way possible; they are committed to raising the bar for new home communities and individual new home construction in the Tri-Cities area and to challenge conventional building methods for the good of our community and homeowners.
Fred & Rosemary

Fred has built homes since 1972 and practiced hands on all aspects of construction including foundation, framing, roofing, electrical, plumbing, and finishing work.
He became a realtor in 1978 and obtained his real estate broker license in 1980.
Fred purchased commercial property for a real estate office and formed Real Estate Company in 1982.
During Fred’s career he has been instrumental in formulating floor plans, elevations for exterior and structural design of residential development. He has created policies and procedures to keep building processes smooth during construction scheduling, development, and execution of the entire project. He coordinates
everyday activity from infrastructure through construction completion.
In 1991 he successfully implemented FHA, VA, and 2-10 warranty programs, and orchestrated the proper construction and sales of a total of 172 homes.
Fred is the president of Fortunato, Inc. since its inception in 1993.
Rosemary has served as vice president of Fortunato, Inc. since 1998, and as Secretary for Devoted Builders since its inception in 2005.
She also oversees the business side of both companies working with their accountant, White and Company. She oversees the sales and marketing of Fortunato and Devoted Builders.
Her previous 25-year career as a newspaper representative and executive provided extensive experience that has proven beneficial for Fortunato, Inc. and Devoted Builders.
Her business experience as a McClatchy Newspaper Marketing and Advertising Director included:
- New retail recruitment for the Tri-Cities
- Oversight of readership surveys including demographic of the regions by city and county.
- Presentation of materials to local businesses to aid in their planning and budgeting.
- Assist local businesses forecasting their growth
- Budgeting and planning for revenue by retail and housing growth in the region.
- Forecasting regional demographic growth by city and county
- Tracking and forecasting housing growth by city and county.
Rosemary utilized this experience to forecast sales and absorption at the two Townhome Communities developed by Fortunato, Inc.
Justin Carrol
Project Manager/builder
As Project Manager since 2006, Justin has built over 200 homes in the Mid-Columbia region. Justin oversees the entire construction project from home site analysis to scheduling, quality control and, new home orientations. He values the importance of each trade contractor’s skill and works closely with each to ensure superior craftsmanship. His keen eye for the intricate details and steadfast integrity are true assets to every customer.

Summer is Devoted Builders Project Coordinator and has been with the company for over 10 years. She oversees bidding, estimates, scheduling, and the business side. Her prior extensive background as a lead scheduler provided her with knowledge and understanding of the construction business and most importantly, the need for providing excellent customer service. Clients can expect to meet Summer early in the build process and will be able to rely on her for consistent and accurate updates. Her coordination of the construction of your custom home is one of the most important parts of the process. She prides herself on customer communication and satisfaction.

Fred and Rosemary Giacci live by the creed, “blessed to be a blessing to others”. Their devotion to their work, community, and family is apparent in their involvement with their church and the unity of their family business. Devoted Builders was born in 2005 out of Fred’s passion for creating innovative housing and Rosemary’s extensive experience and education in business and marketing.

His experience includes a variety of unique methods and applications including ICF. Justin works hard for each customer making sure their ideas become a reality. He values the importance of each trade contractor’s skill and works closely with each to ensure superior craftsmanship. His keen eye for the intricate details and steadfast integrity are true assets to every customer.
